LEO (Labour Enforcement Officer) is a State Government Officer. Any employee working in his jurisdiction can represent staff grievances. If you are unable to get a proper answer for your Representation/grievance you can address the matter to him. It is a legal obligation that every workplace should indicate the address of LEO in notice board. LEO can inspect any staff related registers and ask Railway administration's expalnation.
