Medical expense reimbursement

Dear All,

I am daughter of an ex late Chief Medical Supretendent (CMS) . My father retired as CMS -Central railway and in 2006 he [aased away. My mother get the pension and my brother is dependent on my mother  as he is handicap. Recently on July 22nd'18 my brother was admitted in Northern Railway Hospital, Lucknow for DVT (clotting in his hands and legs), 04 open infected bedsore on hips, high fever, low bp . My brother was kept in ICU and the doctors started treating him for DVT and simultaneously giving antibiotics for infection in bedsore, on the 12 and the 13th day of hospitalization my brother condition became worse as his bedsore started excessively bleeding due to the treatment of DVT, his BP came to 45 and haemoglobin was 4.9. The doctors in railway hospital told on our face that their is no hope for my brother and he need better ICU facilities and we should take him to some other hospital. The kept forcing us to take him from their. On 3rd August midnight my mother and self took  my brother to Sahara Hospital in Lucknow in Emergency from where my bother was shifted in MICU. Since 4th Aug and till date my mother has already paid approx Rs 3.5 lakh and doctor has said that their will be another expense of about 6 lakhs. 

Please advise if my mother can claim this medical expense which is beyond her capacity as my mother is 67 yr old houswife and my brother is a handicap man. We had to admit him to Sahara as we were left with no option and were told by the medical staff in railway hospital that if we do not take him to some other better facility hospital we might loose him. The railway medical staff kept saying they do not have the resources to cure him.
