Definition of “family members” and ‘dependent relatives” for the purpose of issue of Special Pass on medical grounds

Ministry of Railways have amended the terms “family members” and “dependent relatives” as contained in para 601(5) and 601(6) of IRMM, 2000 in respect of medical facilities. Consequently it has become necessary to adopt the same definition of family members and dependent relatives for the purpose of issue of special passes to serving/retired Railway employees on medical grounds under the provisions of Schedule VII (Special Passes) of the Railway Servants (Pass) Rules, 1986. It has therefore been decided to amend the Railway Servants (Pass) Rules, 1986 (Second Edition 1993) as in the ACS No. 29 enclosed.

2. In all other respects, the provision of Railway Servants (Pass) Rules, 1986 (Second Edition 1993) shall apply.

3. This issues with the concurrence of Finance Directorate of Railway Board.

“family members” and “dependent relatives” for purposes of these rules, will include all such persons as are eligible under Pass Rules.

Note: In case where both husband and wife are Railway employees, the husband/wife may be allowed to avail himself/herself of the medical attendance and treatment facilities either according to his/her own status or according to the status of the spouse, whichever is more favourable. Their children may also be allowed these concessions according to the status of either of their parents and the preferential claim for reimbursement of medical expenses.

601(6) “Beneficiary” is defined as a Railway employee or his/her family member or a dependent relative as defined in the Pass Rules.
