Annual Budget Estimates and Works Programme


Annual Budget Estimates

Annual Budget estimates are prepared by individual Railway administrations for the following items, figures shown in thousands of Rupees:

  • (a)  Earnings Estimates;
  • (b)  Revenue Budget (Demand 3 to 13)
  • (c)  Capital Budget (Demand 16)

Capital Budget (Demand 16)includes

  • (i)  Works Programme
  • (ii) Rolling Stock Programme
  • (iii) Stores Budget (Stores Transactions)

Earnings Estimates

These estimates are prepared under the following heads: -

  • (i)            Passenger:  Passenger earnings estimates Prepared on the trend of originating number of passengers.
  • (ii)          Other Coaching :Other Coaching Earnings estimates ie, Parcels, luggage, traffic of fruits, Military is prepared by CMS on the study of market and actual earning of the last year.
  • (iii)         Goods : Railway Board fixes the originating tonnes to be carried. On this basis the position is assessed, target is fixed and the Goods Earnings estimates are prepared.
  • (iv)         Sundries : Sundry earnings consists of rent, advertisement charges, catering earnings, profit of work done for outsiders and interest and maintenance of charges on sidings.  The estimates for these items are prepared on the past trend and the present position. Earnings estimates are prepared under abstracts X, Y and Z.
  • (v)          Suspense

Budget estimates for the next year is submitted along with Revised estimates of the current year.

Revenue Budget:

  • The Railway Administrations (Zonal Railways) submit the Revised Estimate for the current year and Budget Estimate for the next year in the Month of November every year.
  • Actual expenditure for the first 6 months of the current year is compared with corresponding period of the previous year.
  • Also the anticipated expenditure for remaining 6 months of current year is compared with the actual expenditure of corresponding period of the previous year.
  • Taking into consideration the developments and special features of both the years the Revised estimate for the current year is fixed.
  • Based on the Revised estimate of the current year, the Budget of the next year is framed.
  • Revenue Budget is prepared under Demands 3 to 13 by Railway Administrations.

Works Programme

  • Works Programme is submitted to Railway Board 18 months in advance in respect works chargeable to Capital, Depreciation Reserve Fund, DF, OLWR and Capital Fund, Railway Safety Fund, Special Railway Safety Fund, under Demand 16.
  • Works Programme is submitted in two stages viz, Preliminary Works Programme and Final Works Programme. Works-in-progress and New Works are shown separately.
  •  No new work should be included unless it has already been approved either on the basis of plans and estimates, justification and financial appraisal or otherwise.
  • Preliminary Works Programme is initiated at the Divisional/Unit level in the month of June/July every year and submitted to Railway Board in September each year. After discussion with General Managers, Railway Board decides the works to be included in the Final Works Programme.
  • The Works Programme is prepared under each Plan Head.

Rolling Stock programme

  • Rolling Stock Programme is also submitted in two stages ie, Preliminary Rolling Stock programme and Final Rolling Stock programme.
  • Rolling Stock programme  is submitted to Railway Board by 15th January each year, giving reasons and justifications for each item included in the programme.
  • After discussion with General Managers, Railway Board decides the items to be dropped and included in the final Rolling Stock Programme.
  • Based on the result of the discussion, individual Railways have to submit the Final Rolling Stock Programme.

Stores Budget (Stores Transactions)

  • It is prepared in the prescribed Form S 3101 and submitted to Railway Board on 23rd December each year along with the Annexures A, B and C.
  • Estimates are prepared for Debits and Credits with opening and closing Balances.
  • Debits denote the receipt of materials and either Purchases, Supplies by DGS & D or transfer from other sources and Credit denote issues to various consuming Departments including Manufacture and Sales.
