Promotion from Group D to C

  • Prescribed percentage (as given below) in nominated Group C categories are to be filled by promotion of Group D employees on selection on the basis of a written exam.
  • Technical : APWI(25%), Keyman/Keymate(33 1/3%, skilled posts in S&T(50%), Fireman A(25%)
  • Non technical : Account Clerk(25%),, Personnel Branch Clerk(25%),Commercial Clerk(33 1/2%), TC(33 1/2%), Train Clerk(33 1/2%), Timekeepers(33 1/2%),Fuel checkers(33 1/2%), Store clerks(33 1/2%), Markers(100%).
  • Marks are given for written test – 85 marks and record of service- 15 marks.
  • Question paper shall contain questions to test knowledge of one’s work.
  • Paper may be set in Bilingual in Hindi/English and may be answered in Hindi also.
  • Panel is formed on the basis of seniority from those who qualify.
  • No viva-voce.
  • Regular selections will be held for promotion from Group C to D every year by 31st March.
  • Group D staff who complete 3 years of regular service on Dec 31 will be considered  promotion if they apply.

Promotion within Group C

  • Made through Selection or Non selection method.

(i)Selection Posts

  • These are posts which have been declared as such by Railway Board.
  • Senior most employee in  next lower grade are called to appear in the selection.
  • SC/ST employees are called against reserved vacancies. 
  • 3 persons are called for one vacancy.
  • Selection consists of written test and viva-voce.
  • Marks warded as follows : Professional ability – 50, Record of service – 30 and seniority – 20.
  • For specified posts professional ability is judged by written test – 35 marks and viva – 15 marks.
  • No viva in departmental selections except for the following categories :  Law assistants, physiotherapists, Telephone operators, teachers , instructors in Zonal training schools, stenographers, chief typists, protocol inspectors, receptionists, publicity/ advertisement inspectors, photographer/cameraman, hostel suptd.
  • No negative marks for wrong answers in objective type questions.
  • Question papers for written test are to be set to test the ability of candidates to tackle problems likely to face than theoretical knowledge.
  • Promotion as passenger Driver – selection on the basis of viva voce after passing prescribed promotional course and no written exam.
  • For appearing in selection/LDCE for promotions cut-off date for determining eligibility of staff is the issue of notification.
  • For selection posts, around 50% (45 to 55%) questions will be objective type.

 
(ii)Non -selection posts

  • For non-selection posts selection is done based on seniority cum suitability. Suitability is determined on the basis of departmental test/oral test/trade test. A senior person is rejected only when declared unfit.
  • For promotion within Group C one must render a minimum of 2 years service in immediate lower grade for being eligible.
  • Where candidate with 2 years service are not available post may be downgraded and operated in lower grade.
  • GM may give relaxation in this rule in administrative interest.
  • Prescribed period of probation should be satisfactorily completed before promotion.

Aptitude Tests

  • Applicable for promotion as ASM, ALP, Motorman and at the stage of deployment of Loco Pilots on trains running over 110KMPH.
  • Aptitude test is given weightage of 20% in selection for promotion and integrated in selection proceedings.
  • There will be multiple cut-offs. If a candidate scores less than cut-off mark in any subtest of Aptitude test he is eliminated.
  • Candidates should be called for appearing in this test a day prior to actual date of test for hands on practice to get familiar with nature of test.

Officiating promotions

  • It is promotion for the time being against post of another person.
  • Officiating can be with or without limit of time.
  • Officiating pay will be given subject to minimum period indicated.
For shift duty staff, SM/ASM, unskilled workers to work as Shunting porters, TTE, Shunting Jamedar. No limit
Headquarters, Zonal, Workshop offices 45 days
Other offices Minimum 30 days continuous or 60 days total of chain vacancies. In exceptional cases HOD may order minimum 21 days.
Where change of category within same group is involved ie, TNC, YM, APWI etc. 14 days

Ad hoc promotions

  • In case of purely short term vacancies in excess of 45 days, ad hoc promotions can be given.
  • Normally seniors shall be promoted, but to avoid change of station for a short period locally available junior may be promoted.
  • Reservation quota rules will apply.
  • Ad hoc promotions will not give benefit of seniority.
  • Where ad hoc promotions are inescapable these are ordered only for short duration upto 4 months. In no case second ad hoc promotion will be allowed.

Proforma promotion

  • An officer on deputation/training whose promotion in his cadre has become due may by a special order given a Proforma promotion and granted the pay, provided the officer is fit otherwise and vacancy exceed 90 days.

Refusal of promotion

  • An officer promoted, may refuse promotion in writing.
  • If accepted, he will not be given any fresh offer of promotion for one year (except ad hoc promotions for short term vacancies). In such cases he will not normally be transferred from the station.
  • Promotion after one year will depend on the fact whether the panel is still valid or not. If not he has to appear fresh for the selection.
  • If an officer refuses for second time also, he shall be ignored for promotions and may be transferred also.
  • He will lose seniority vis-à-vis his erstwhile juniors promoted earlier.

Refusal of promotion at the same station for Group C and D staff.

  • Refusal of promotion at the same station for Group C and D staff whether long term/short term vacancies may be taken as refusal to work inviting Disciplinary action.
  • Refusal of ad hoc station at the same station may invite Disciplinary action where such refusal affects train operations.

Combination of appointments (Dual Charge Allowance)

  • An officer may be required to hold charge of a post in addition to his own post. In such case in addition ot his own pay he shall be entitled Dual Charge Allowance for additional post for a period of 6 months.
  • He may also draw sumptuary allowance of the post.
  • No additional payment if one is put to hold current charge of duties only.
  • Entitled for TA/DA for staying at the place of additional post.
  • Additional post may be of higher /equal/lower status.
  • GM has powers to make Dual Charge arrangements and compensatory payment upto JA Grade for 6 months and upto SA grade for 3 months, beyond which permission of Railway Board has to be obtained.
  • Prior approval of Railway Board is necessary for Dual Charge arrangement for Chief Medical Director.
  • Dual Charge Allowance will be 10% of Pay subject to the limit that Pay plus Dual Charge Allowance shall not be more than Rs. 39000/-

sir i pass in 1st round for alp post..i am a B.E electrical graduate..if i selected its useful for my future career..if any exam to get promotions..any  exta salary is gven for my degree...pls tell me 

IT is better not to join as ALP as you are engineering Graduate. Promotions are not that easy even though there are promotional exams. You wont get any extra pay for your Engineering Degree.

Recently i'm selected for the post of GR D Khalashi ( Electrical Department), what are the chances to promotion & growth for Gr D employees ? For any chances to grow my career to officer rank. I'm Science Graduate (PCM) & Master of Business Administration ( Finance & Marketing), also i've passed ITI ( Electrical).
 Please guide to grow my career in this industry.

For your qualification you have chosen a wrong career. On normal promotion you will not reach level pf an officer. For writing officer exam you should put in 5 years in GP 4200.

Promotion period is not fixed. It depends on vacancies coming up. Study leave not normally permitted for Group D.

This is not a promotion, but an adminstrative transfer. This cannot be refused.

For adding your qualification approach DPO office with ogriginal and copies of certificate. You will be eligible to write dept exam.

After completion act apprentice in Fitter Trade I initially appointed as a Gateman   in Mldt Division year 2005 .Now I got Promotion as a commercial clerk.My academic qualification is H.S passed(10+2) and technical qualification is Diploma in Mechanical Engineering. Now I want to change my department in any technical category is it possible.Or I want to get promotion as a departmental  commercial apprentice is it possible in my qualification.

Whenever application for departmental exams are called intimation will come to your station. Apply then and prepare well for the exam.
As you have BA you can apply for ASM, Goods Guard etc.

what is the promotion time period for the promotion from JE to SE  and SE to SSE ..  is there any exams  to get  promotions  or it will be based on seniority.

SE and SSE is now merged. That means a person promotes directly from JE to SSE.  This promotion is normally seniority-cum-suitability basis. That means Promotion will be based on seniority, but among those who qualify a written selection exam.

You write departmental exams.

second time  officiating promotion allowed.

There is no bar on second time officiating.

Sir, let me know weather  officiating promotion given to the person who has already refused the same  and the matter in court and it was stay.   

Only court will decide on stay.

I have been selected on the post of junior engg (p way) through rrb muzaffarpur and alloted ECR  ZONE in the final result.Now on 3/08/2012 i got offer of appointment and various documents to be submitted fro sr personnel officer mughalsarai  through regd post. But  in the letter  due date of reporting was mentioned 29/07/2012 and it also mentioned that failing to report upto due date in the office of sr. pers officer means cancellation of offer of appointment. Since i received letter through regd post after due date on 3rd sugust 2012 ,how can i report upto 29 july 2012/
iam very dispointed and to prepare required documents atleast 10 days are required.
please help me and suggest what to do

      i am selected as kh helper ii in c & w ( mechanical deptt).
i have few question for you.......
1)My qualification is B.Sc (Physics Hons).Is there any growth for me in C&W department???
2) If i completed Diploma in railway Engineering, then any possibilities of  getting departmental promotion for me???
3)Is there is any chance to become SSE(C&W) for me after completed AMIETE(E&T)????

I am working as tech.sig.gr 2. I have also done three years engg.diploma in INSTRUMENTATION ENGINEERING FRO BTE RAJASTHAN. Am i eligible to apply for jr.engineer signal or electrical. My engg. Branch is never clearly mentioned in advt. Is it equivalent to Instrumentation and control or electronic instrumentation?

It can be any station in your division (major or small)where vacancy exists.

My self presently working as Station Supt ,Other two Dy SS are also working along with me. I fall under SC category , the other two are in General category,In case of appt date both are senior to me by 7 years , and  also get  emoluments  more than mine , But I have been posted as SS of the Station, though  both the  Dy SS senior to me are handling less responsibilities than me.

The seniormost (in the Grade of SS) will be the in charge of the station. Emolument or date of appointment is not a criteria to determine seniority.

But  why I was made the SS as still the senior masters working with me were also eligible for the post.

Among all the persons in SS grade who is senior in the grade of SS? He should be in charge SS. If you are junior in grade SS represent the matter to your higher ups.

I read below paragraph in “Promotion from Group D to C” column and have some quires now, please see my questions in BOLD letters.

Percentages are for promotion quota. The rest of the vacancies goes to Direct recruitment/other mode of recruitment.
Question: For all above 4 points, Will exam paper be held with all vacancies (including non Railway employee who wants to give the test of C Group exam)?
Non Railway employee has to write RRB exam while separate exam conducted for Dept candidates.
Question: For all above 2 points, Can a D group employee apply for promotion exam in every year after completing 3 year for C group exam, while he was failed in last promotion exam?
Group D employee can apply each year even if he fail in previous years.

sir,
        i am posted in bhopal divison as a helper2(S&T) from 2005. but last 7 year no any deparmental exam conduct for ESM3 i want to know that how many parsent % demartmental and how many rrb from total vacancies.
