Regarding MACP for direct recruit EDP staff

Sir,

 

I joined railways (EDP centre) in 1990 (direct recruit to EDP Centre now IT Centre) in the grade of 1350/- (IV commision) (4500-V commission).

The channel of promotion as per the pay commission  is  given below.

                                        IV commission                                        V commission                                              VI commission

                                           1350                                                           4500                                          

                                           1400                                                           5000                                              (4500 + 5000) merged to 4200        

                                           1640                                                           5500                                            

                                           2000                                                           6500                                              (5500 + 6500) merged to 4600

                                                                                                               7450

Now I am getting my third MACP in 4800, which actually should have been the second MACP. As the new recruits (recruited in 2012) for whom 4800 is the second MACP. Also in some railways the direct recruits have been given 4800 grade as the second MACP. 

I would like to know whom should i contact to clear the confusion regarding this issue, or how should I go about it.
